European interoperability for emergency mobile applications
Connecting emergency applications with 112 emergency centers across Europe
PEMEA solutions developed by CESTEL allow the integration of mobile emergency applications with the communication systems used in 112 centers, enabling the reception of multimedia communications, location data, and messages from citizens.
Thanks to PEMEA, citizens can contact emergency services through mobile applications even when they are in another European country.
The evolution of emergency communications
Traditionally, contact with emergency services was mainly carried out through phone calls to the 112 number.
However, the evolution of digital technologies and the widespread use of mobile devices are introducing new ways of communication between citizens and emergency services.
Mobile emergency applications make it possible to incorporate new capabilities that significantly improve incident management, including:
- precise location transmission
- sending photos and video
- text-based communication
- exchange of contextual information
These new capabilities require an infrastructure capable of integrating them into the systems used by emergency centers.
What is PEMEA
PEMEA is an architecture designed to enable interoperability between mobile emergency applications and emergency response centers across different European countries. This architecture, based on ETSI standards, allows emergency applications to operate interoperably at a European level. When a user uses a PEMEA-compatible application, the system can identify their location and automatically route the communication to the appropriate emergency center. This allows citizens to use emergency applications even when they are outside their home country.
CESTEL PEMEA Solutions
CESTEL develops solutions that enable the deployment of PEMEA nodes and the integration of communications from mobile applications into emergency center infrastructures.
These solutions allow:
- receiving communications from mobile emergency applications
- managing multimedia communications
- sharing contextual information with operators
- integrating these communications with emergency center platforms
The integration of these communications into communication platforms allows operators to manage all interactions within a single operational environment.
Multimedia communication with citizens
PEMEA-compatible emergency applications allow citizens to transmit multimedia information to emergency centers.
Available capabilities include:
• sending incident photos
• real-time video transmission
• sending text messages
• precise location transmission
This information provides operators with a more complete view of the situation and helps facilitate decision-making.
Accessible communication for all citizens
Mobile emergency applications can significantly improve the accessibility of emergency services for people with disabilities.
PEMEA solutions enable the incorporation of capabilities that facilitate communication for people with different needs.
These include:
- real-time text communication
- video calls with sign language interpreters
- adapted interfaces for people with communication difficulties
These capabilities help ensure that emergency services are accessible to all citizens.
Interoperability between European countries
One of the main objectives of PEMEA is to ensure interoperability between emergency applications across different European countries.
Thanks to this architecture, citizens can use emergency applications even when they are in another country.
The system automatically identifies the country where the user is located and routes the communication to the appropriate emergency center.
This improves support for citizens who are traveling or temporarily residing in other countries.
Integration with emergency centers
PEMEA solutions developed by CESTEL are designed to integrate with the communication platforms used in emergency centers.
This allows communications from mobile applications to be managed within the same operational environment as the rest of the center’s communications.
Key integration capabilities include:
• integration with PSAP platforms
• integration with CAD systems
• integration with GIS systems
• integration with multichannel communication platforms
This enables operators to manage these types of communications without the need to use additional systems.
Ready for Next Generation 112
These architectures enable the integration of new communication channels beyond traditional phone calls.
PEMEA is part of this technological evolution, allowing the integration of mobile emergency applications into NG112 infrastructures.
Solutions developed by CESTEL enable emergency centers to incorporate these capabilities into their communication systems.
Integration with critical communication platforms
PEMEA solutions can be integrated with communication platforms such as CALYPSO, allowing communications from mobile applications to be managed within the same operational environment as the rest of the center’s communications.
This enables operators to have a unified view of all communications related to an incident.
Benefits for emergency services
New communication channels with citizens
It enables the reception of multimedia information that can help better assess incidents.
